Touch devices are any mobile device or laptop with a touch screen. This setting determines the default displaying the function keypad for new users. The function keypad has the F1-F24 keys and other common keys not found on typical touch device soft keyboards.
If your user base has some touch screens but phones and tablets are not generally supported, setting this to "Keypad Hidden as Default" can avoid confusion for users with touch screens but also a real keyboard.
