Users View is only available/useful on clusters with concurrent user-based licensing on the servers. It shows essentially the same columns as the Sessions View but with Users as the numbers show instead of sessions.
When a server has the maximum allocated users the load balancer should not allocate any new user session, even if that server has available sessions, since generally with user-based licensing there are typically unused sessions as not all users start their full allotment (like all 3 sessions).
Right-click on the Server to select Users view:

In this example, each server can have up to 3 concurrent users. This is of course not an example of a real customer license but a test license used at Inventu to test cluster allocations and so on.
