After applying a Microsoft hot fix (see Q293826

The screensurfer service is crashing when 

Sorry about that first part.  I accidentally hit submit.

Anyway, after applying a Microsoft hot fix (see Q293826 ) 
for some security vulnerabilities in IIS, the screensurfer 
service crashes when it comes up.  I opened it in 
diagnostic mode and got the following error after it said 
Compiling templates.

Error: During TermPort Socket Bind
, return code=2740
Description=Only one usage of each socket address 
(protocol/network address/port)
is normally permitted. (0x2740)

Let me know if you need other info.  I would like to get 
the security fix on the server as soon as possible for 
obvious reasons.

Other information I forgot to put in the ticket was that we 
are running Windows 2000 Server with service pack 1.
