This has been fixed, and is available at ftp://ftp.ieinc2.com/pub/surfer/ss1_3_16.zip.
Download the file, and replace \screensurfer\bin\ielua.exe with the file found in the zip.
Sorry--this was a slip-up between test and production of the install program, as the build in the install program was out-of-synch with what was tested for release!
