Can I have smaller & bigger fonts available for IE? This
toggle option is displayed on Netscape but it isn't for IE.
Or I have to code it?

The reason that the fonts option is only displayed for
Netscape is that it was put into the default template before
we implemented HiFi emulation for IE.
HiFi emulation utilizes a number of settings specialized for
the font that is active (these are documented at the top
of the personal.stml file)--at present, the default for IE
of 9pt Courier-New can be made both smaller and bigger, but
it needs to have the settings implemented for each font
size.
We have performed tests on various fonts and can have
specific settings available on Monday of next week, along
with a sample template that you can use for adjusting the
font size.

To change the font size, you need to update both the style
HTML that is displayed to the browser, (sets the font) as
well as some special variables.
A Fonts.stml file is at
ftp://www.screensurfer.com/fonts.stml which contains a
number of sections to demonstrate changing the font size--
you can hook this into the global.stml to select a font
size...
