Taken right from our live sample code, the following tag works fine:
<TEMACRO TERMBODY 'BGCOLOR="#408080"'>
I hope it isn't the extra space following your additional text (and before the >)...
Under what mode is this operating? Are you going direct to the web gateway port, or are you using the Administrator's Console? The Admin Console bypasses customization templates, so you could change a lot of stuff and never see any effects...
Can you check the generated web page? Perhaps there is some additional HTML being generated which in IE will prevent the BODY tag color setting from working...
