Just out of curiousity I typed "ftp:\\www3.charlestoncounty.org" into my browser and recieved a page which says:
Current directory is /
Welcome to the Screensurfer Live Server FTP site!
So if I want to create sub-directories and put files in my "Screensurfer Live Server FTP site" where do I go to do this?

I think that on the same NT machine as Screensurfer, you must have the NT FTP service active (is the machine name "Screensurfer Live Server"?).
Anyway, this message is not being provided by Screensurfer, which doesn't listen on the FTP port...you should ask your administrator(s) for the Screensurfer server where the files go!
