For API environments (ViewerLib or FVHLLAPI), this value provides the default length of time (in milliseconds) that is used to "wait" for a screen buffer/change.
Each API environment / generated web service or UI application has the ability to override this value, but you can set the "default" for your applications by changing the value here.
