Initialization of DBCS translation table can be caused by the FVTerm v4.0 Application Pool process in IIS starting too quickly after startup of the FlyServer.exe service
Try stopping FVTerm V4.0 Application Pool in IIS, Restarting the Inventu Viewer Service, then starting the FVTerm V4.0 IIS Application Pool.
