The Inventu Viewer Emulation Service is not running--check other errors that may exist that might explain, such as an exception and/or minidump notice.
In any case, use either the Inventu Viewer Notification Tray Icon (Right-Click, Start Service), or the Windows Services Management Console to Start the Inventu Viewer Emulation Service.
